At the PACT meeting on Monday 28th November 2011 held at Brinsworth Pavilion you said you were concerned about youths causing anti social behaviour and being rowdy in the park at the end of Orchard Way, Brinsworth. At this location there is a skate park in which some youths are being rowdy and disturbing local residents.
Solution plan:
- This priority will be owned by PC Jones and PCSO Brown who will provide updates.
- Regular high visibility patrols will continue to be made in the area identified.
- Positive action will be taken with any youth identified causing anti social behaviour or any criminal offences.
- Youth Services will be asked to engage with local young persons at these locations to offer diversionary activities as an alternative to being on the street.

19/10/2011 : Patrolled the area with two Police cadets. Foot patrol around the street, one house had garage door wide open with light on and full of bikes and other valuables. Informed the owner and gave CPA. 4 youths in area who moved away when we were conducting foot patrol.
20/10/2011: The area was patrolled throughout the evening. No youths present and no evidence to suggest youths had been drinking in the area.

You are concerned about gangs of youths who are congregating in the play area and in the adjacent field, drinking, being rowdy and verbally abusive. The main problem times are Friday and Saturdays from 7 pm onwards.

1st, 2nd and 3rd November, Over the eveings the ASB car has been patrolling the area, there has been numerous reports over the past 3 nights from residents having eggs thrown at there houses, whilst no one has been seen one resident has identified one youth involved, they will receive a visit from ourselves and spoken to in front of their parents about the matter, another ASB job reported of youths drinking in an abandoned garage, at the time the ASB car was in the area but the youths left before their arrival. the are ahs been patrolled extensively over the three nights.

'Del's' Main Street, Swallownest, Skipton Road, Wetherby Drive and play area - Anti Social Behaviour
what issues concerned you most in your area
You were concerned about recent anti social behaviour with youths congregating outside Del's Supermarket, intimidating customers and shop staff. Also, the same group of youths are also intimidating locals on Skipton Road and Wetherby Drive. Damage has also been caused to the equipment situated in the play area to the rear of Whererby Drive.
Evening times.
Problem Solving Plan:
- Patrols will be made at the locations to prevent further incidents of anti social behaviour.
- Positive action will be taken against anyone causing anti social behaviour.
- Youth Services to engage with local youths.
18/10/2011: Numerous patrols made throughout the evening. No ASB caused and only saw 3 youths in the area who had attended the shop. No incidents reported to us.
19/10/2011 : 3 mobile ASB cars on duty with Police cadets. Youths seen around the area but not causing any problems early on. Later in the evening after cadets had left a bus had a window smashed by half a breeze block and youths described were in the bus stop outside Co-op at Swallownest. Details of all youths present were taken and Officers attended to question the youths. We then continued area search to no gain for two youths who had run off.
20/10/2011: Many incidents reported to us throughout the evening. Many officers in and around the area giving passing attention during the night. Youths were seen and spoken to. An assault took place and a security guard was targetted. These incidents have now been dealt with.
21.10.11 Sergeant Stuart: There have recently been a number of anti social behaviour incidents and damage caused within this PACT Priority Area.
Damage has been caused to equipment at the play area with empty alcohol containers being left at the location. A Green Spaces Officer from the Environmental and Development Service is in the process of arranging a meeting with local residents.
Groups of youths have been gathering outside Dels and causing problems at the supermarket. Local residents are also being intimidated and having to suffer from anti social behaviour and intimidation.
Police Action:
- CCTV is being checked to identify the youths who are causing problems.
- CCTV images will be taken to local schools for them to help us to identify any ringleaders not known to us.
- Local Safer Neighbourhood Team Police Officers are investigating reports of damage and intimidation.
- Safer Neighbourhood Teams, Neighbourhood Police Group officers and PCSOs will be patrolling.
- There will be a Police Operation which will include all of my team which will identify offenders, prevent further incidents and take robust and positive action against any offenders.
- Acceptable Behaviour Contracts (ABCs) will be issued to the ring leaders, Where individuals have already been served with an ABC then breach letters will be served and evidence collected in support of an application for an Anti Social Behaviour Order (ASBO). Please note that ABCs etc go hand in hand with any criminal sanctions. ABCs and working towards gathering evidence for ASBOs is as well as and not instead of the enforcement of the law.

1st and 2nd Nov - the area has been patrolled during the afternoon and evening via foot and mobile ASB car patrols, whilst there has been been no direct issues involving the shop, there have been small groups of teenagers using the area as a meeting point causing no isues. These groups have been engaged with and are not causing any problems. One of the main protagonists in the past has been arrested for breaching his bail conditions and will be dealt with accordingly

At the PACT meeting on Monday 5th September 2011 at Ulley Village Hall you said you were concerned about thefts from local farms and vehicle crime.

Following the last PACT meeting on 5th September 2011 regular patrols have been made through the village by the Safer Neighbourhood Team including the surrounding area and roads.
A request was made to all Rotherham officers to patrol the village during any down time or to travel through the village when going from Aughton/Aston to Thurcroft etc.
Since the last PACT meeting there has been one report of damage to an out building and a fence at Ulley Country Park, one report of anti social behaviour on Reservoir Road and another report of anti social behaviour on Pleasely Road, outside the country park recorded.

At the PACT meeting on Monday 5th September 2011 at Ulley Village Hall you said that you were concerned about the number of vehicle thefts and damage to motor vehicles during the last month in Treeton Village.

PC Louise Neal and PCSOs Julie Jackson and Suzanne Ellis will have responsibility for carrying out the following actions and for providing regular updates.
- To provide regular patrols in the area.
- To make contact with the Road Policing Group (Traffic) to ask them to also make patrols.
- To make all Police Officers and PCSOs in Rotherham aware of recent incidents and to request additional patrols are made.

- This past week has seen contact details passed out to local businesses and organisations. PCSO 8125 has made contact with local neighbourhood watch co-ordinator Andrew Dunkley and asked him to watch out for suspicious vehicles in the area and to promote positive service messages. Many reassurance visits have been conducted to victims of crime and surrounding households passing crime prevention liturature and ultra violet markers for property marking. Many patrols both by foot and vehicle have taken place within the village and home owners have been advised about property that has been left vulnerable or insecure, this is within Operation Outlaw. SNT officers are available to speak to most Thursday mornings at Treeton Housing surgery 10-11.30am in Treeton Reading Rooms. what issues concerned you most in your area
At the PACT on Monday 5th September 2011 at Ulley Village Hall, you said that there is anti social behaviour on Victoria Street, Catcliffe with males urinating during the day on the grassed area near to the bungalows. During the evening, youths congregate drinking alcohol and being rowdy and inconsiderate. The elderly residents feel vulnerable and intimidated.
Problem Solving Plan:
PC Louise Neal and PCSOs Julie Jackson and Suzanne Ellis will have responsibility for carrying out the following actions and for providing regular updates.
- Regular patrols will be carried throughout the day and during the evening.
- Any alcohol found in the possession of anyone under 18 will be confiscated and attempts made to identify where it was purchased. Action will then be taken against any shops identified selling alcohol to underage drinkers.
- Anyone under the age of 18 who is drunk will be taken home and spoken with in front of their parents/guardians. Any repeat behaviour will be dealt with by issuing an Acceptable Behaviour Contract.
- Positive action will be taken with anyone found to be drunk and disorderly or found committing any public order offence.
- Details of how to contact the local Safer Neighbourhood Team will be given to every resident on this street.

what issues concerned you most in your area
At the PACT meeting at 2 pm on Monday 11th July 2011 at Catciffe Community Hall anti social and rowdy behaviour was reported at the derelict Ivanhoe pub site and in the play area next to the Gordon Bennett Memorial Hall. You said that youths were entering the demolition site where the pub once stood and were using it as a play area to the annoyance of local residents. You also said that during the evening youths were causing anti social and rowdy behaviour at the play area next to the community hall.

- Contact is to be made with local residents to establish what problems they are experiencing.
- Information about how to contact the Safer Neighbourhood Team is to be left with local residents, along with crime prevention information. If local residents so wish, their contact details to be included on the ‘Virtual Pact’ database.
- Opportunities for value added interventions to include introduction to Apollo, Hermes and Digital Inclusion. – Perhaps a community event such as a coffee morning could be used for this.
- Patrols are to be made from the early evening onwards including high visibility foot patrol.
- All Police Officers and Police Staff within Rotherham are to be made aware of the on going problems of anti social and rowdy behaviour and will be asked to make patrols in the area where possible.
- All partners such as housing champions, Rotherham Borough Anti Social Behaviour officers, Youth Services etc will also be made aware of the on going problems and will be included in any problem solving initiatives.

It has been agreed that the neighbourhood wardens will will assist with a general clean up of the local area. Youths and families in the area have been spoken with a view to iradicating any issues as they arise, before becoming a big problem. At the PACT meeting at 2 pm on Monday 11th July 2011 at Catcliffe Community Hall a local councillor stated she had been approached by members of the community she represents stating they were having problems with anti social and rowdy behaviour. Local residents report feeling vulnerable. Anti social behaviour has been occurring from early evening time and sometimes into the early hours of the morning.

Problem Solving Plan:
- Contact is to be made with local residents to establish what problems they are experiencing.
- Information about how to contact the Safer Neighbourhood Team is to be left with local residents, along with crime prevention information. If local residents so wish, their contact details to be included on the ‘Virtual Pact’ database.
- Elderly and other vulnerable residents are to be visited in person.
- Opportunities for value added interventions to include introduction to Apollo, Hermes and Digital Inclusion. – Perhaps a community event such as a coffee morning could be used for this.
- Patrols are to be made from the early evening onwards including high visibility foot patrol.
- All Police Officers and Police Staff within Rotherham are to be made aware of the on going problems of anti social and rowdy behaviour and will be asked to make patrols in the area where possible.
