We have continued to show a Police presence in the Birley area this week. Safer Neighbourhood staff have not responded to any calls of anti social behaviour in this area since the 16th.

Daily patrols of the area have taken place. Yesterday evening officers engaged with a group of approximately 25 people near to the Frecheville ponds area. There were no offences at the time of engagement and no further action was taken. Checks were made again later in the evening to ensure no anti social behaviour was occuring as a result of the group. Officer found the group had left the area.

Ongoing patrols have taken place in the Birley area on a daily basis. We have seen a slight increase in calls regarding groups of youths playing football in the street and acting anti socially which have been attended on each occasion. Police Community Support Officer Roger Shalome is following up on enquiries from these calls working with local residents to identify offences and those who may be responsible.
A suggestion was made at the Neighbourhood Action Group meeting for signage to be erected on the football pitches, off Hopedale Road advising of the times football is permitted on site so users are clear on when they can use the facilities. This is being considered subject to funding.

Yesterday officers responded to a call of a large group fighting on the fishponds off Hopedale Road. Upon attendance at the scene a large group of youths were engaged with however there was no evidence to suggest any fighting had taken place. Patrols have continued to take place on a daily basis by PCSO Shalome.

Since the 28th February 2012, officers from the Safer Neighbourhood Area have patrolled the Birley PACT. We have also attended 4 incidents of youth nuisance on Hopedale Road, Stanton Crescent, Fox Lane and the fishponds off Hopedale Road however on each occasion no offences or evidence of anti social behaviour have been identified.

Addressing reports of littering we have today worked with Chris Lukins, Environmental Enforcement Officer on patrolling the Birley area. Chris is able to issue fixed penalty notices to anyone seen littering in the area and will identify and tackle reports of flytipping and graffitti.

There has been an incident reported tonight of youths causing anti social behaviour on Hopefield Crescent. Officers attended the incident within minutes of the report and found no youths present. The area was patrolled afterwards to ensure they had not moved on elsewhere.

Over recent years there has been an annual pantomime at Frecheville Community Centre. On the evenings the event is held local youths have been known to congregate around the grounds causing anti social behaviour for event organisers and attendees. This year we have worked with organisers to ensure the area around the centre is routinely checked for youths loitering. Today was the opening night of the pantomime. There were no incidents of anti social behaviour during the evening allowing the event to run smoothly.

On Tuesday the 10th January 2012, local Police Community Support Officer Anna Smith worked with Chris Lukins, South East Assembly Officer (Environmental Enforcement) to address reports of littering and dog fouling within the Safer Neighbourhood Area.
Patrols were conducted around Birley Moor Road shops, a regular spot for litter to accumulate where no offences were witnessed. Additional checks were made at Ballifield Drive shops, another common spot for litter related nuisance.
From liaison with the public at Handsworth it became apparent there is a concern of dog fouling on the grass verges around the Ballifield Drive area. Signs were erected by Chris during patrols and additional joint patrols are scheduled in for next week to identify those responsible, where fixed penalty notices may be issued.

On the 22.10.2011, officers responded to a report of a male selling fireworks near to Birley ponds. After checking the area immediately, no one matching the description was seen.

The Woodhouse and Mosborough Safer Neighbourhood team continue to have high visible patrols in the area. Over the last two weeks, we have worked with partner agencies on the 'street based teams' in the area, engaging with youths and issuing advice and information. We have continued to take details of youths who have been involved in anti social behaviour and the appropriate follow up action has been put in place. These actions can include speaking to parents and delivering advice letters and arranging for acceptable behaviour contacts to be put in place. Quantities of alcohol have been taken from youths during our regular evening patrols.

Operation Archery has seen an increased number of police officers and mounted police in Birley and Frecheville dealing with antisocial behaviour and arson in the area. It has been further reported that youths are involved in antisocial behaviour near the Tesco Express area and gennel next to Dexel Tyres. This includes setting fires and littering as well as more serious acts of antisocial behaviour. Over the last two weeks a large number of people have been stopped and had their details taken. Further appropriate action will be taken against anyone found to be involved in any kind of antisocial behaviour or criminal acts.
Warnings have recently been issued to riders of off road bikes and quads in the area and confiscations will take place if offences continue.

There have been recent incidents of arson in the Birley and Frecheville area over the last few days. The youth club on Fox Lane was deliberately set alight and there have been other incidents of arson in the area.
In response to these incidents, increased police patrols will continue in the area and the Woodhouse and Mosborough Safer Neighbourhood team are working very closely with the Fire Service in order to prevent further issues of this nature. A visible presence of the mounted police are patrolling the streets along with increased foot and vehicle patrols in the area and letters are being delivered to residents on streets that have been affected.
Although significant progress has been made in identifying those responsible, members of the public are urged to report any suspicious incidents immediately to the police. Following reports of antisocial Behaviour on Birley Moor Road over the weekend, patrols were stepped up and a number of people and vehicles were stopped and searched. There had been recent incidents of small fires being started near the fields and pathway behind Dexel Tyres and Tesco Express. It has also been reported that stones have been thrown at Fire engines and other vehicles on Birley Moor Road. Action will be taken against anyone found to be involved in any kind of antisocial behaviour, arson or damage to vehicles.
A meeting took place recently on Hopedale Avenue with residents and a Neighbourhood Watch Director. A number of people attended and most expressed an interest in becoming a Neighbourhood Watch co-ordinator or being involved in Neighbourhood Watch in some capacity. Patrols have continued in the area, especially around Frecheville Pond. These patrols are focused on engaging with the children and youths using the play areas on Hopedale Road. Calls from the public regarding antisocial behaviour in this area have reduced considerably over the last few weeks. The Woodhouse and Mosborough Safer Neighbourhood Team have been working closely with Activity Sheffield, Sheffield Futures and Friends of Frecheville Park and Ponds in order to ensure issues around this area continue to be reduced.

On Friday 22nd July 2011 it was the end of school term for 2 local secondary schools. To ensure the SNA were equipped with dealing with a potential increase in anti social behaviour officers teamed up with with Sheffield Futures youth workers to pro actively patrol the Birley area. During the evening 11 youths were stopped and spoken to regarding their behaviour and 23 bottles of lager were confiscated. Over the next few days Officers will be visiting the parents of these youths to discuss their conduct.
During Saturday and Sunday officers have conducted pro active patrols in the area where no problems were witnessed and no incidents reported.

On 200711 PCSO Roger Shalome attended Birley School, with April Ellis (Sheffield Youth Worker) and Mark Russell (Friends of Frecheville Park & Pond) and spoke to Y6 children (moving up to the comp), regarding behaviour around the pond and Park during the six week holidays. April told them about the activities that will be held at the youth club on Fox Lane and at the Lodge during the holidays and they were also asked to contribute to the consultation document proposed by the Friends Group.

Officers are hoping to arrange a meeting between the "Friends of Frecheville Park and Ponds" and some of the local youths who will become Year 6 students in September. This is with the aim of discussing how the park should be developed in a way that suits everyone.
Further to this PCSO Roger Shalome is attending Birley Community Primary School tomorrow (150711) with a member of "Friends of Frecheville Park and Ponds" to complete consultation with the Year 6 pupils. During this visit they will present ideas and proposals for the park as well as asking the pupils to comment through a questionnaire.

Last night there was a meeting of the Friends of Frecheville Park and Ponds. Our local PCSO Roger Shalome will be liaising with members of the committee about the outcomes of this meeting and any matters that need taking forward. The AGM for this group will be held on 19 September 2011 and residents are encouraged to attend at the Frecheville Community Centre on Churchdale Road.

Officers have continued to provide a high visibility presence in the area this weekend with checks made on a regular basis of the Frecheville ponds area. On each occasion when the play area was checked there was no evidence of anti social behaviour.

This evening when completing the dedicated patrols in this area two people were seen in possession of various bottles of alcohol which were seized as they were under the legal limit to consume it. One of these people was served a notice warning that they would be arrested if they retuned to the area within 24 hours and both will have warning letters served on them in their homes in front of their parents.

Over the last two weeks there have been a total of four incidents recorded in connection with the area around Frecheville ponds. These incidents usually occur in the late evening and involve groups of youths causing antisocial behaviour. This can include playing football late at night, being rowdy and throwing things around the pond area. A recent incident involved youths taking a boat from the shed near the Bowling Green and using it on the pond. Police have responded promptly each time an incident is reported in this area. On the last incident on the 6th June, several youths were identified and their names taken for the appropriate follow up action to take place.

Over the last weekend, police were again out in force around the Frecheville pond and park, engaging with youths in the area. Although 18 names were taken, the majority of the youths were well behaved and dispersed from the children’s play area when asked to do so. PC Rob Lockwood and PCSO Roger Shalome spend most of the evening of Friday 20th May engaging with the young people to try to find out why they attend in this area in such numbers. The feedback was that there was nowhere else to go and all they wanted to do was meet up and chat and were not out to cause problems. Some of the youths agreed to get involved in a youth council scheme which is being planned. It is also proposed to invite some of these youths to the planned public meeting to allow them to put over their point of view.

Over the past couple of weeks, Woodhouse & Mosborough Safer Neighbourhood Area has received an increase in calls regarding anti social behaviour around the Frecheville Ponds area. Calls included youths misusing the park equipment, being drunk and disorderly in the area and playing loud music from parked vehicles nearby. As a result of calls received Operation Angler was set up.
PC Lockwood, the area Police Constable and lead officer for the operation took to the streets on Friday the 13th May with other Police resources including our Special Constables and mounted department. Officers were out on foot and in vehicles intensively patrolling the area during the evening. 15 people were stopped and accounted for their presence/ behaviour. 10 of these will be personally visited with letters to their parents regarding their behaviour. 6 youths were also excluded from the area for 48 hours through use of direction to leave notices. A large quantity of alcohol was also seized from the location.
In addition to front line policing partner agencies have been working with us to address some of the aesthetical concerns such as installing new signs within the park/recreational area warning of surveillance and increased police patrols. Alongside this Sheffield City Council are to display notices of permitted opening times for use of recreational facilities. Hedgerows are to be cut back to aid visibility and act as a deterrent. Friends of Frecheville Park are working hard to make geographical improvements in the area. Streetforce are looking to control the lighting around the park more effectively to deter anti-social behaviour.
Street Based Teams (consisting of Sheffield Futures youth workers and Police Community Support Officers) are to engage with youths at the location on busy evenings. Our Children and Young Persons Officer is working with partner agencies and Birley Community College to heighten awareness of good citizenship amongst young persons. Furthermore to encourage student participation and consultation with Frecheville Park re-development.
Operation Angler will continue to run over the forthcoming weeks to continue to drive down incidents linking in with partner agencies.

A meeting of the Friends of Frecheville Park and Ponds took place on the evening of Monday 9th May at the Frecheville Community Centre. The meeting was attended by over 40 people including PCSO Roger Shalome, representatives from Parks and Countryside and local residents. The attendees were shown a presentation which explained how the future of the park might look if the proposed improvements are implemented. Everyone was invited to make suggestions as to what improvements they would like to see done in the area and questionnaires were handed out. It is planned to show the presentation to students at Birley Community College in order to involve them in this project.

The Friends of Frecheville Park and Pond group met on Tuesday 19th April. This group consists of local residents with representation also from local counsellros, the police, Sheffield Council and the Parks and Countryside Department. Plans are now being drawn up to renovate and design out anti social behaviour to make it more appealing to local residents; these plans include the contruction of a cafe and a new toilet area. There will be a public consulation at the next meeting on Monday the 9th May 2011 at 7pm in Frecheville Community Centre where everyone is welcome to come and give their views.

A mobile camera (known as a Mo-cam) has now been put up on Hopedale Road. The use of this camera will help to identify anyone involved in anti social behaviour of any kind.
The next meeting of the 'Friends of Frecheville Park and Ponds' is taking place on Tuesday 19th April at 6.30pm. Local Community Support Officer, Roger Shalome will be in attendance at the meeting to answer any questions or concerns regarding the local area.

There have been regular patrols from the officers and PCSOs at Woodhouse to Mosborough SNT, the Special Constabualry and the NPG since the 29th March, to date no large groups were stopped. Details of those people who have previously been stopped will be examined with a view to visiting the parents of the children to encourage engagement with local youth groups and deter future problems in this area.

People involved in anti social behaviour over the weekend of 25th, 26th & 27th March had their names taken and dispersed from the area of Frecheville ponds. Further action may follow depending on what previous actions has been taken against each individual. Following complaints of noise from a large groups of youths in the football area on Hopedale Road, police attended and spoke to those involved and moved them on from this location.

Every day police officers conduct dedicated patrols in this area and within just the last two days there have been eights stops, two warning letters warning the recipient that any further anti social behaviour may result in an anti social behavioural order or contract. These two people had eight cans of larger and bottles of alcohol on them. It should also be noted that within this area one motorbike was also seized and a further rider had a warning notice issued to him.
The work with those found in possession of alcohol is conducted with the co-operation of the Drugs and Alcohol Action Team to reduce dependence on alcohol with the aim of reducing anti social behaviour and providing those responsible with a better future.

On Friday evening there were two simultaneous operations conducted in the Birley and Frechville area addressing problems of under age drinking and anti-social behaviours. This operation was conducted with two teams of PCSOs, police officers from Woodhouse and Mosborough Safer Neighbourhood Team and one team of Special Constables from the Woodhouse to Mosbrough Team. the results are as follows:-
Eighteen Section 27 notices were issued, these are notices given to people instructing them that they must leave the area for a set period of time or be arrested. Six cans of larger, three cans of cider and two bottles of vodka were also seized. In addition to this work one male was arrested for being drunk and disorderly, another was arrested and charged with possession of cannabis.

An operation was conducted in the Frechevile/Birley area on the evening of Friday 25th February in order to deal with the issues of antisocial behaviour and underage drinking. PCSOs and Police Officers from Woodhouse and Mosborough Safer Neighbourhood Team worked with Special Constables to patrol this area until midnight. On this occasion, there were very few incidents and no reports on anti-social behaviour in this area. A further joint operation is planned shortly to ensure any antisocial behaviour and underage drinking is dealt with promptly.

Yesterday South Yorkshire Police worked with their partners from the Safeguarding Children’s Board and Sheffield Licensing and brought together police officers from throughout Sheffield to visit four premises which were subjected to stringent licensing checks with all the customers in the premises being tested by a passive drugs dog.
Where the search dog indicated there may be drugs a person they was taken outside the public house and a search for drugs was conducted. This work was carried out in conjunction was forensic drugs tests and a full check of licensing conditions. Anyone found in possession of class A drugs would be arrested, license breaches or positive drugs tests results in ongoing work with the licensee to ensure that the problems were rectified making the pubs in the Woodhouse and Mosborough area safer and more enjoyable places for families to socialise in.
A total of four licensed premises were visited with five people being searched for controlled drugs and a number of recommendations being made to licensees.

PCSO patrols on Friday evening, 11th February, identified issues in and around the Frecheville pond area with underage drinking. Quantities of alcohol were confiscated from a number of youths and parental advisory letters issued as appropriate. Increased patrols will continue in this area involving police officers and community support officers. Issues with youths playing football late at night in the play area on Hopedale Road have been dealt with and a number of youths have been warned and their details taken.

A 'parking week of action' operation took place before and after school around Birley Community Primary School. The operation ran from Monday 31st January until Friday 4th February. PCSO Roger Shalome organised the event which involved children and staff from the school as well as local Police Community Support Officers (PCSO's) from the Woodhouse and Mosborough Safer Neighbourhood team. Also in attendance were Parking Services and local councilors Karen McGowan and Denise Fox attended the event on the 3rd February.
As well as issuing parking advisory notices, advice was given on parking regulations and the dangers to children of illegal parking near schools.

Over the last month there have been complaints regarding people playing football and behaving in an anti-social manner within the Frecheville Ponds area. There have been regular patrols of both PCSOs and police officers from the Safer Neighbourhood Team, the Neighbourhood Policing Group and the Special Constabulary.
Last night 6 males were identified stopped and searched within this area and have agreed to leave the area and not return. This area is still being patrolled by the same teams to ensure that this problem does not return.

There is a 'parking week of action' taking place before and after school at Birley Community Primary. It will be in operation from Monday 31st January and run until Friday 4th February. PCSO Roger Shalome has organised this event and it will involve children and staff from the school as well as local PCSO's from the Woodhouse and Mosborough Safer Neighbourhood team. Following reports of wheelie bin fires in the Fox Lane area of Birley, PCSO Roger Shalome visited local residents with the local Arson Intervention officer. Advice has been given to residents regarding securing the wheelie bins and ensuring they do not become a fire hazard by being situated too near the owner’s home.
Due to reports of anti social behaviour on the park behind the cricket club on Fox Lane, officers surrounded the park last Friday night and apprehended a number of youths who were in possession of alcohol. After seizing the alcohol, details were taken of the youths involved and ten parental advice letters have been generated.
Update 25.01.11
As a result of work carried by Friends of Frechville Park and Pond 2,000 bulbs have now been planted with more planting proposed in the future. A notice board has been delivered and will be put up shortly, funded by the community assembly and the pond will be cleaned during an open day on the 7th March. The Ranger Service is building a floating duck island for wildlife to nest in safety and play equipment will be repainted soon this is in addition to new fence panels being assembled around the football play area, and two new park benches being fitted. A new junior bowls project is also being proposed by the bowls club and is hoped to be running by May.

Over the last month there has been five test purchase operations targeting public houses and off licenses with numerous premises being visited and a number of test purchase failures. This work is conducted with the assistance and support of the Drugs and Alcohol Action Team, the Safeguarding Children’s Board and Sheffield Licensing. When there is a test purchase failure work is carried out to educate the staff to prevent further young people being served alcohol.
These operations are in addition to the routine drugs testing of public houses and the use of passive drugs dogs. The sole aim of all the work by the Woodhouse to Mosborough team is to make licensed premises in our area safer and better places to be.
Update 10.01.2011
During the daytime hours of Friday the 7th January 2011 Police Officers were deployed on foot in plain clothes to gather intelligence of recent burglaries and autocrime. Whilst on foot patrol in the Hopedale area officers arrested a male for "going equipped", being in possession of pliers.
Later that evening officers from Woodhouse and Mosborough SNA responded to several calls of anti social behaviour in the Hopedale and Fox Lane area of Birley. A total of 9 youths were stopped and spoken with where 4 were issued direction to leave notices under Section 27 of the Violent Crime Reduction Act 2006. Alcohol was seized and destroyed. These notices ordered each youth to leave the vicinity and areas nearby specified by the officer for up to 48 hours. As a result of issuing these orders there were no further reports over the 48 hour period.
On the evening of the 9th January 2011 patrols took place where a further 9 youths were stopped and although nothing was found on this occasion.

Over the Christmas and the New Year period attention was given to this area by officers from the Special Constabulary, the Neighbourhood Policing Group (who answer your 999 calls) and the Safer Neighbourhood Team, this work generated a large number of stops and on some occasions searches.
Throughout this area, to prevent under age drinking, a number of test purchase operations were conducted. this work is carried in conjunction with other partners including Trading Standards, the Safeguarding Children's Board and the Drugs and Alcohol Action Team; pro-active work is also being conducted with licensees.

A number of diversionary excersises have taken place in the Frechville area including archery and boxercise. Although these activities have now ended temporarily it is hoped that they will start again soon. On 181210 a male was arrested as a result of pro-active patrols of the PACT area. The male was in possession of knuckle duster- charged to Sheffield Magistrates Court as a result of this offence - PS 1736 Tredinnicks' team.

A parking initiative was set up by PCSO Roger Shalome around Birley Community Primary School. Working with Parking Services between the 15th and 17th December, patrols took place before and after school. Two parking tickets were issued and several parking advisory notices were handed out during this period.

Officers both from the SNT and the Special Constabulary have patrolled this evening, a number of youths were engaged, but no alcohol was seized.

Since this area was nominated as a PACT area officers have patrolled this area on a nightly basis as part of routine antisocial behaviour patrols.
On the evening of 131110, 8 youths were moved on from the play area near pond. 3 cans of lager and half bottle of whisky left behind were poured away at the scene.

This priority was set at the PACT meeting on 111110. All staff have been made aware of the new priority so that work can begin to address the problems.
